Vlad Kravtsov earned his PhD from the Maxwell School of Citizenship and Public Affairs at Syracuse University in 2011 and did post-doctoral studies at Brown University. He is the author of Norm Diffusion and HIV/AIDS Governance (University of Georgia Press, 2015). His book analyzes why some important countries that suffer from serious deficiencies in their public health systems decide not to follow the best, evidence-based practices. Most recently Dr. Kravtsov has been publishing numerous articles about Russian foreign policy for general audiences.
