In his more than twenty year career, Todd has received extensive experience and training in all aspects of law enforcement and the criminal justice system, but he has found his nitch and has specialized in campus policing, security and safety. His experience includes revitalizing and building campus police departments, emergency preparedness and incident command, event security and safety, and internal affairs investigations.
Todd started his career as a patrol officer where he also served on various special teams including SWAT. He then moved into investigations where he gained extensive experience conducting all types of investigations from criminal Investigations including homicides, assaults, sexual assaults, narcotics violations, fugitive apprehension, and theft. Administrative investigations include issues of excessive / unnecessary use of force, harassment / retaliation, Title IX sexual misconduct cases and internal audits.
As a trainer, Todd is certified as a Taser Instructor, a Less-Lethal Munitions Instructor, an Excited Delirium and Agitated Chaotic Events Instructor, and a RAD (Rape Aggression Defense) System Instructor. He is also a trainer in Safety and Security Audits and for Multi-Hazard Emergency Planning for Schools. Todd has taught other various subjects and served as an Instructor / Field Training Officer for new recruits. In March 2005, Todd published an article in the Texas Police Journal in titled The Recruitment and Retention of an Evolving Work Force.
Todd is a graduate of Texas A&M - Texarkana and the Leadership and Command College of the Texas Law Enforcement Management Institute of Texas at Sam Houston State University. He holds a Master Peace Officer Certification in the State of Texas, and he is also licensed by the National Registry of Emergency Medical Technicians as an Emergency Medical Responder (EMR).
Todd was a Campus Safety Magazine Director of the Year Finalist for 2015.
